1. The Zambezi River Authority (“the Authority”) intends to employ a local firm for the provision of Technical Advisory Consulting Services (TA) to the Zambezi River Authority for Pre-Feasibility Studies commissioned for the development of the Devils Gorge Hydro -Electric Scheme (DGHES) project. The proposed DGHES is located at the tail end of Lake Kariba, just downstream of the confluence of the Gwayi and Zambezi Rivers. The said studies comprise engineering feasibility and Environmental and Social Impact Assessment (ESIA) screening.
2. The Authority is a corporate body jointly and equally owned by the Governments of Zambia and Zimbabwe (“Contracting States”) and is mandated with the management of the Kariba Complex and the stretch of the Zambezi River (from Kazungula to Kanyemba) forming a common border between the two Contracting States.
3. The objective of the consultancy services is to provide Technical Advisory services in respect of pre-feasibility studies for the DGHES. The Consultant will provide a second opinion in respect of the findings of the study and recommendations from the prefeasibility study.
4. The high-level scope of the consulting services (“the Services”) to be implemented over a period of approximately two (2) years shall include;
- Review the deliverables submitted by the pre-feasibility Consultant and provide professional, expert opinion and advice. The TA may be requested by the Client to undertake a detailed review and analysis of some key findings and or recommendations from the feasibility study. Typically, the review period shall align with the contract timelines between the Authority and the pre-feasibility Consultant.
- Attend and participate in any workshops and meetings between the pre-feasibility Consultant and Client, where the TA’s presence is required, including, but not limited to: Workshop where the options assessment report will be presented by the pre-feasibility Consultant to the Client and stakeholders for discussion chaired by the Client.
- Review all the technical proposals by the pre-feasibility Consultant and advise the Client accordingly.
- Advise the Client on all technical risks and issues related to the project at the pre-feasibility stage.

5. The Authority now invites local consulting firms (“Consultants”) with specific experience to express their interest in providing the said services. Interested Consultants shall be of Zambia and or Zimbabwe nationality who shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Local Consultants may associate with other local firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Authority’s Procurement Policy and Procedures.
The shortlisting criteria is;
(i) Local firms registered in Zambia and or Zimbabwe
(ii) The firm must ensure that at least 60% of the key experts must be locals (Zambian or Zimbabwean Nationals)
(iii) The firms core business being in consultancy relating to large infrastructure projects.
(iv) General experience of the firm (clearly demonstrating previous scope undertaken, country, year, cost and duration),
(v) Specific experience of the firm in the provision of Technical Advisory Services for the development of large infrastructure projects in the last ten (10) years,
(vi) Specific Experience of the firm in provision of Technical Advisory Services in at-least one Hydro-Electric Power Project with a minimum installed capacity of 300MW in the last ten (10) years
(vii) Suitability of the qualifications and experience of the Consultants core staff, such as principals or directors who may not at all be proposed subsequent to short listing to be among the key staff of the consultants who may be proposed to undertake the assignment. Specific Key Experts requirements will be considered in the Request for Proposal Stage.
