Background
The Zambezi River Authority (ZRA) is a bi-national organization established on 1st October 1987 through parallel legislation enacted by the Parliaments of Zambia and Zimbabwe. This followed the reconstitution of the former Central African Power Corporation. The Authority operates under the Zambezi River Authority Acts—Chapter 467 of the Laws of Zambia and Chapter 20:23 of the Laws of Zimbabwe.
Jointly owned in equal proportions by the Governments of the Republic of Zambia and the Republic of Zimbabwe, the Authority is mandated to manage the Kariba Dam complex and oversee the portion of the Zambezi River forming the common border between the two countries—from Kazungula to Luangwa in Zambia, and from Kazungula to Kanyemba in Zimbabwe.
As part of this mandate, ZRA undertakes hydrological monitoring, technical inspections, research operations, and maintenance activities that require the use of field vessels on Lake Kariba and the Zambezi River. The Mukunganyika vessel is a key operational asset supporting these functions.
After years of continuous use, the vessel now requires major refurbishment to restore structural integrity, ensure compliance with safety and environmental standards, modernize onboard systems (including power and HVAC), and enhance operational reliability. This Terms of Reference outlines the scope of works, technical requirements, and personnel qualifications necessary to execute the refurbishment.
